BS 7671 — published by the Institution of Engineering and Technology as the IET Wiring Regulations — is the standard to which all UK electrical installations must be designed, built, and tested. The current edition is BS 7671:2018+A2:2022, commonly referred to as the 18th Edition with its second amendment, and compliance has been mandatory for all new installations since 27 March 2023. The standard is not a legal instrument in itself, but it is referenced in building regulations, insurance policies, and contractor accreditation schemes — non-compliance exposes building owners and electrical contractors to regulatory, insurance, and liability risk.

An installation completed after 27 March 2023 that references BS 7671:2018 without the A2 amendment is not correctly certified — the certificate should explicitly state BS 7671:2018+A2:2022. This distinction is not administrative: the pre-A2 edition permitted Type AC RCDs on circuits where A2 now requires Type A or F, and did not mandate AFDDs in the premises categories now covered. Certificates issued against the old edition for post-transition work should be reviewed.

Amendment 2, published in March 2022 with an 18-month transition period, introduced changes that go beyond minor technical clarifications. The requirement for Arc Fault Detection Devices (AFDDs) was extended and clarified for Higher Risk Residential Buildings (HRRBs), HMOs, student accommodation, and care homes. RCD type selection was fundamentally revised — Type AC RCDs, which were previously the standard choice for most circuits, are now restricted to fixed equipment where no DC components are present in the load current. Surge Protective Devices (SPDs) became mandatory in a wider range of premises, with the previous Annex A443 risk assessment calculation method deleted and replaced by a simplified mandatory approach.

Amendment 2 Is Mandatory

BS 7671:2018+A2:2022 has applied to all new electrical installations since 27 March 2023 — any EIC issued after that date without the A2 designation is not correctly certified and creates liability for the building owner.

AFDD Requirements Expanded

Arc Fault Detection Devices are now mandatory on socket-outlet circuits up to 32A in HRRBs, HMOs, care homes, and student accommodation — this is a regulatory requirement that cannot be avoided on cost grounds.

RCD Type Selection Revised

Type AC RCDs are now restricted to fixed equipment with no DC load components; most modern circuits serving EV chargers, VFDs, and switched-mode equipment require Type A, F, or B under the revised Regulation 531.3.3.

What Amendment 2 Changed and Why

The mandatory transition date has implications beyond the installation itself. An Electrical Installation Certificate (EIC) or Minor Works Certificate (MWC) issued after 27 March 2023 that references only BS 7671:2018 — without the A2:2022 amendment designation — is not correctly certified under current standards. This matters at the point of conveyancing, where solicitors increasingly request evidence of current-standard compliance; for insurance purposes, where policies may reference the current edition of BS 7671 as a condition of cover; and for future refurbishment works, where an EICR will assess the installation against the version of BS 7671 current at the time of inspection. An installation built to the pre-A2 edition may carry C3 (improvement recommended) or C2 (potentially dangerous) observations in an EICR conducted under A2:2022 — particularly where RCD type selection or AFDD absence are in scope.

AFDD, RCD, and SPD Requirements in Detail

Common Compliance Problems and Solutions

Existing Installations Pre-Dating A2

Challenge

Many properties contain LV infrastructure that was compliant under the original 18th Edition or the 17th Edition but does not meet A2 requirements — particularly in relation to RCD type selection (Type AC on VFD or EV charger circuits) and the absence of AFDDs in premises where they are now mandatory.

Solution

Commission an EICR from a qualified engineer holding C&G 2391-52 or equivalent; the report will identify C1/C2/C3 observations against current standards and establish a prioritised remedial action list. Remedial work is then scoped, priced, and programmed against the risk rating of each observation.

Incorrect RCD Type Specified

Challenge

The shift from Type AC to Type A/F/B requirements catches contractors who have not updated their working knowledge since A2 came into force — Type AC RCDs installed on VFD-driven equipment or EV charge point circuits will not detect pulsating DC fault currents, creating a protection gap that the installation certificate cannot legitimately confirm.

Solution

Specify RCD type based on load profile analysis at the design stage, not by reference to what the previous installation used. For any circuit serving EV chargers, VFDs, or modern switched-mode equipment, Type A is the minimum appropriate selection — Type B or F where the load profile demands it.

AFDD Cost Objections Delaying Mandatory Compliance

Challenge

AFDDs carry a higher unit cost than standard MCBs; some clients resist the additional expenditure on refurbishment projects, particularly when the premises type makes AFDDs mandatory under Regulation 421.1.7 and the regulatory requirement is not clearly communicated at project outset.

Solution

In premises where AFDDs are mandatory — HMOs, care homes, HRRBs, student accommodation — there is no alternative route to compliance. The risk comparison should be framed against insurance liability and fire safety exposure rather than component cost alone; for mandatory premises, non-compliance is not a cost option.
